全社会树立大人才观 共同建设社会主义现代化强国

A “Big Talent View” for the Whole Society to Build a Great Modern Socialist Country Together

我国当前经济社会快速发展,同时,经济、社会正处于转型阶段,面对新阶段的客观形势和人才需求,需要树立正确的人才观,从“大人才观”角度来分析和反思当前教育问题:首先,如何做到有教无类、人尽其才、才尽其用,真正实现“人人皆可成才”这一核心思路。其次,如何清楚认知人才价值、人才结构、人才需求、人才供给等系统性问题,这需要审慎关注新技术条件下的人才能力变化和人才需求分层分类框架,认真调查不同类别和层次的人才真实需求,明晰人才供给和需求间的协调适应性;同时,“大人才观”要求我们特别关注人才平等地位、人才成长规律和人口规模/结构等相关重要问题。文章在对以上问题进行阐释分析的基础上,最后尝试从关注两类人才(卓越或拔尖人才和基层劳动者)的特点、成长和发展问题进行反思,建议全社会应当树立“大人才观”,充分发挥我国人才资源优势,不断壮大各类人才队伍,有力助推经济社会转型。

China is currently undergoing rapid economic and social development,while the economy and wider society are in a state of transition.In the face of this situation and the demand for talents in the new context,it is necessary to establish an accurate view of talents,and to analyze and reflect on current education issues from the perspective of a“big talent view”:first,how to establish education for all without discrimination,enable everyone to fully utilize his or her talents,make the best possible use of the talents available,and truly realize the core idea that“everyone can be a talent”;and second,how to clearly recognize the systematic issues of talent value,talent structure,talent demand,and talent supply.This latter will require careful attention to changes in talent capabilities and the framework of talent demand stratification and classification under the new technological conditions,a serious investigation of the real demand for talents of different categories and levels,and a clarification of the coordination between talent supply and demand.At the same time,the“big talent view”requires us to pay special attention to important issues related to the equal status of talents,the regularity of talent growth,and the size and structure of the population.Based on our interpretation and analysis of these issues,this paper reflects on the characteristics,growth,and development of two types of talents(outstanding or top talents,and grassroots workers),suggesting that society as a whole should establish a“big talent view”,give full play to the advantages of China’s talent resources,and continue to gather talents of all kinds who will contribute significantly to the country’s economic and social transformation.
