摘要
从目标原则、实施路径和运行模式等维度解析街道实验的策略内涵,以多伦多和波特兰两城所开展的街道实验为例,进一步阐明其具体实施过程和结果。结果表明街道实验引发的行为模式转变、政策制度改革和合作网络更新,具有推动交通可持续转型的远期效益。结合我国实际情况探讨平常时期推进街道实验的途径,提出以动态弹性的许可制度、循环反馈的更新机制和多维公平的评估体系为抓手的实现方式。
This paper analyzes the strategic connotation of the street experiment from the dimensions of the objective principle,implementation path and operation mode,and takes the street experiment carried out in Toronto and Portland as examples to analyze and evaluate the specific implementation process and results.The behavior pattern change,policy and system reform and cooperation network update triggered by it have long-term benefits to promote the sustainable transportation transformation.Therefore,combining with the actual situation of our country,this paper discusses the way to promote the street experiment in normal times,and puts forward the realization method based on the flexible licensing system,feedback update mechanism and the multi-dimensional fair evaluation system.
