全过程人民民主的基层实践探析

An Analysis of the Practice of the Whole Process of People’s Democracy at the Grassroots Level

全过程人民民主是新时代社会主义民主政治的重大创新,是社会主义民主政治的本质属性,具有全链条、全方位、全覆盖等特点,是最广泛、最真实、最管用的民主。在基层实践中,形成了基层党组织引领、基层立法点搭建汇民意桥梁、数字技术赋能全过程人民民主实践等有效形式,但也存在着重视不足、形式主义等问题,需要充分发挥基层党组织统揽引领作用、提高相关工作人员组织能力和群众参与能力、引导中青年群体参与等,进一步激发人民群众管理国家和社会事务的创造活力。

The whole-process people’s democracy is a major innovation of socialist democratic politics in the new era,is the essential attribute of socialist democratic politics,has the characteristics of the whole chain,all-round,full coverage and so on,is the most extensive,the most real,the most useful democracy.In the practice at the grassroots level,effective forms have been formed,such as the leadership of grassroots Party organizations,the building of Bridges to gather public opinions at grassroots legislative points,and the whole process of people’s democratic practice empowered by digital technology.However,there are also problems such as insufficient attention and formalism.It is necessary to give full play to the leading role of grassroots Party organizations,improve the organizational ability of relevant staff and the ability of mass participation,and guide the participation of young and middle-aged groups.We will further stimulate the creative vitality of the people in managing state and social affairs.
