排污权交易用于拓宽管网投资回报路径研究

摘要 排水管网的建设改造是“十四五”期间城市基础设施建设和流域水环境治理的重点工作之一,由于资金需求量大需要社会资本投入,但却缺乏有效的投资回报机制。以典型市场化环境管理工具排污权交易制度为切入点,在分析排污权交易特点及发展创新方向的基础上,结合社会资本参与长江中游某地级市排水管网补短板工程的实际情况,提出了创新排污权交易机制、允许排水管网投资方参与排污权交易的设想,论述了地方政府向管网投资方购买排污权储备、管网投资方直接参与排污权二级市场交易等两种理论路径,并建议在政策和技术方面开展研究、推动机制创新。 The construction and renovation of the drainage network is one of the key tasks of urban infrastructure construction and water environment management in the basin during the 14th Five-Year Plan period.Due to its large demand for funds,social capital investment is required,but there is no effective mechanism for the return on investment.This paper takes a typical market-oriented environmental management tool,the emission trading,as the starting point,and firstly analyzes the characteristics,development and innovation of emission trading.Secondly this paper analyzes the actual situation of social capital participating in the drainage pipe network repair project of a prefecture-level city in the middle reaches of the Yangtze River.On this basis,this paper puts forward the idea of innovating the emission trading mechanism and allowing the investors of the drainage pipe network to participate in it,and raises two theoretical paths:the local government purchasing the emission rights as reserves from the pipeline investors,and the direct participation of the pipeline investor in the secondary market transaction of emission rights.In the end,this paper suggests to carry out police and technology research to make innovations.
