基于层次分析法的城镇污水处理厂综合效能研究 被引量:1

摘要 随着我国城镇污水处理厂数量及规模的发展,需要建立一套全面、系统和客观的考核体系与评价方法来衡量污水厂综合效益。在对污水处理厂绩效考核现状研究基础上,基于现有平衡记分卡理论,从污水处理厂处理成本、环境效益、运行情况、管理水平四个方面分析,采用绩效指标法,建立了一套3层(目标层、准则层、指标层)、16个指标的城镇污水处理厂绩效考核指标新体系。通过层次分析法及专家咨询法,构建判断矩阵,并利用YAAHP6.5软件计算指标权重。采用隶属度计算公式,得到指标值对理想标准值的隶属度,创建综合绩效考核模型。选取西南某两座污水处理厂为考核体系验证研究对象,验证了考核模型的准确定和科学性。结果表明:A污水处理厂绩效考核得分为0.7747,处于"中等"等级范围,B污水处理厂绩效考核得分为0.9067,处于"优秀"等级。两座污水处理厂的考核结果与实际运行管理情况一致。 With the development of the quantity and scale of urban sewage treatment plants in China,it is necessary to establish a comprehensive,systematic and objective assessment system and evaluation method to measure the comprehensive benefits of sewage plants.Based on the research on the status of the performance appraisal of the sewage treatment plant,this paper analyzes the treatment cost,environmental benefits,operation status and management level of the sewage plant according to the balanced score card theory.Using the performance indictor method,a set of 16 indicators of urban sewage treatment plant performance indicator system with 3 layers(Target level,criterion level,indicator level)was established.Through the analytic hierarchy process and the expert consultation method,a judgment matrix is constructed,and the YAAHP6.5 software calculates the index weight.The membership degree calculation formula is used to obtain the membership degree of the index value to the ideal standard value,and a comprehensive performance appraisal modle is created.Two sewage treatment plants in Southwestern China were selected as the research object of the assessment system to verify the accuracy and scientificity of the assessment model.The results show that the performance assessment score of sewage treatment plant A is 0.7747,which is in the‘medium’level range,and the performance assessment score of sewage treatment plant B is 0.9067,which is in the‘excellent’level.The assessment results of the two sewage treatment plants are consistent with the actual operation and management.
