摘要
通过界定开发企业参建模式,利用改进的白化权函数结合AHP-EWM权重方法,分别从经济、社会、环境及福利等方面,构建保障性租赁住房项目的综合效益评价模型,并以沈阳某实例进行验证。结果表明:项目综合效益处于B-水平,其中福利效益、社会效益和环境效益均处于B水平,经济效益相对欠缺。基于此,从保障权益、土地获取、政策支持、效益来源、融资途径等方面,提出优化项目综合效益的对策建议。
By defining the participation construction mode of real estate development enterprises and adopting the improved whitening weight function combined with the AHP-EWM weight method,this paper constructs a comprehensive benefit evaluation model of affordable rental housing projects from the aspects of economy,society,environment and welfare,and verifies it with a project in Shenyang.The results show that the project comprehensive benefits are at B-level,among which welfare benefits,social benefits and environmental benefits are at B level,and economic benefits are relatively lacking.Based on this,this paper proposes countermeasures and suggestions for optimizing the project comprehensive benefits in terms of safeguarding rights,land acquisition,policy support,benefit sources,and financing channels.
