建立既有房屋安全管理体系的思考

Thoughts on Establishing the Safety Management System of Existing Buildings

随着我国既有房屋总量增加和使用寿命减少,房屋倒塌事故接续发生,既有房屋安全管理关系着人民生命财产安全和社会稳定。以某中部城市为例,系统分析既有房屋安全管理现状,借鉴国内外房屋安全管理经验,提出并阐述建立既有房屋安全管理体系,包括完善既有房屋安全管理制度、规范房屋安全鉴定行业管理、建立既有房屋安全管理平台、有序开展房屋安全普查、健全房屋应急抢险机制、引导房屋安全责任人积极参与等内容。

With the increase of existing houses and the decrease of their service life,building collapse accidents occur one after another in China.Therefore,social stability and the safety of people’s lives and property hang on housing security management.Taking a central city in China as an example,this paper systematically analyzes the housing safety management status,draws on relevant experience at home and abroad,and proposes a safety management system for existing buildings.The system is aimed to improve the regulation of building management,standardize trades management,set up a platform for security management,carry out a housing safety census,improve relevant emergency rescue mechanism and guide the person in charge of security for active participation.
