Discussion on the Innovative Management Model of “Three Complete” for Major Military Fixed Assets Investment Projects

基于全寿命周期管理理念,系统梳理某重大军工固定资产投资项目成功的经验以及标志性成果,提出军工固投项目的创新管理模式(三全:全周期组织体系、全流程信息化手段、全过程经费管理),并提出军工固投项目建设组织管理改进建议,可以为后续同类军工固投项目组织实施提供借鉴。

Based on the life-cycle management concept,this paper systematically sorts out the successful experience and landmark achievements of a major military fixed asset investment project,and proposes the innovative management mode of military fixed asset investment project management(Three aspects:The whole cycle organization system,the whole process information means,the whole process of funding management),and puts forward suggestions for improving the organization and management of military solid investment project construction,which can provide reference for the follow-up organization and implementation of similar military solid investment projects.
