分析施工企业及项目部资金短缺的原因,施工企业为了多承揽任务,争相竞标压价,使行业利润偏低,建设单位不按时付款更加剧了施工企业及项目部资金紧张的状况。论述资金短缺会对工程项目管理中的质量、安全、进度和成本四大目标造成的影响,并提出解决办法。

This paper analyzes the causes for capital shortage of construction enterprises and project teams.For the purpose of undertaking more projects,construction enterprises compete for bid cutting,which causes lower profits in the industry.Furthermore,the tensions of capitals of construction enterprises and project teams are mounting due to the client which is not paying on time.Then,discusses the impacts of capital shortage on four major goals(quality,safety,progress and cost)in the project management,and puts forward solutions.
