基于度电成本模型的固定收益电价的计算研究

Research on the Calculations for the Fixed Internal Rate of Return Tariff Based on Levelized Cost of Energy

分析电站类投资项目在满足预期内部收益率情况下最低购电协议价格计算模型。通过对PPA中的电价进行分析,研究电价与平准化度电成本之间的关系。以平准化度电成本计算模型为基础,分析项目建设期贴现、税收及融资费用对于PPA电价计算的影响。针对项目不同情况,建立并提出不同情况下固定收益率情况下PPA电价的算法模型。

This paper analyzes the price calculation model of the lowest power purchase agreement under the condition of satisfying the expected internal rate of return(PPA).Through analyzing the PPA tariff structure,researches the difference between PPA tariff and levelized cost of energy(LCOE).Then,evaluates the impact of the construction period discount,tax and financial cost for the tariff based on the LCOE calculations,and provides the calculations for the fixed internal rate of return tariff for project before tax,project after tax and equity.
