摘要
针对工业企业生产、生活辅助设施管理中面临的困难,结合目前物业服务行业的现状,提出改进招标思路和规范招标过程的解决思路。主要从准入条件、服务标准、招标范围、报价原则、评标办法、清标评标等六个方面进行强化,重点论述通过采取固定总价、固定单价双重报价机制,将工程维修纳入物业服务管理的招标范围。同时提出在投标文件中增设"主要内容简述表"来提升项目评标效率的具体措施。
In view of the difficulties faced by industrial enterprises in the management of production and living auxiliary facilities,combined with the current situation of the property service industry,this paper puts forward the ideas of improving the bidding and standardizing the bidding process from six aspects,such as access conditions,service standards,bidding scope,quotation principles,bid evaluation methods,bid cleaning and evaluation.Then,focuses on the double quotation mechanism of fixed total price and fixed unit price to bring engineering maintenance into the bidding scope of property service management.At the same time,puts forward the specific measures to increase the efficiency of project evaluation by adding"main content summary table"in the bidding document.
