Analysis of the Similarities and Differences between the Safety Guarantee Fee of Navigation and its Similar Fees

为准确理解并合理计取通航安全保障费、防止与其类似费用产生混淆,分析通航安全保障同安全生产、安全设施、沿海地区施工增加、海事行政执法四项费用(工作)的相互区别及联系,得出通航安全保障费是一种相对独立的费用,同上述四项费用(工作)虽相似而实际则不相同,但存在一定关系。

In order to accurately understand and reasonably calculate the security fee of navigation security and avoid confusion with similar fees,this paper analyzes the similarities and differences between the security fees of navigation and the fees of safe production,the fees of safety facilities,the increase fees of construction in coastal areas,and the management fees of maritime institutions,concludes that the navigation security fee is a relatively independent expense,which is similar to the above four expenses(work)but not the same but has a certain relationship.
