关于建立住宅质量单一责任主体与住房服务业的思考

REFLECTION ON ESTABLISHMENT OF SINGLE RESPONSIBILITY SUBJECT OF HOUSING QUALITY AND HOUSING SERVICE INDUSTRY

住房是我国消费群体最大、消费支出最多和服务周期最长的产品,应该具有统一的产品质量标准和单一的质量责任主体,以及面向使用者生命周期和产品全寿命周期的服务业。本文梳理了我国建筑产品质量相关政策,以及与绿色、健康性能相关的建筑评价标准,建议我国应出台住宅产品质量条例,建立与住宅商品相适应的住房服务业,实施面向住宅建造质量和住房服务质量的单一主体责任体系。

The housing is the product with the largest consumer groups,the most consumption expenditures and the longest service cycles in China,which is supposed to have unified product quality standards and one single quality-responsibility subject,as well as the service industry oriented to the user life cycles and product fulllife cycles.This paper reviews the relevant policies on the qualities of construction products in China,along with the architectural evaluation standards related to the functions of being green and healthy.This paper suggests China issue the regulations on the quality of housing products,establish the housing service industry corresponding to these housing products,and implement the single responsibility subject systems for the qualities of housing construction and services.
