On the Profound Connotation of Lenin’s Thought on Democratic Centralism

民主集中制是由列宁确定和阐明的。民主集中制在列宁那里有如下几种含义:是针对党内选举制度而提出的;是党内政治生活的根本组织原则;是党内的一种“铁的纪律”;适用于社会主义企业管理和经济活动运行的过程;是国家政治生活的基本政治原则;贯彻民主集中制和集体领导的原则对于保证党的统一和政策的正确性具有决定性意义;对党内的文化生活同样适用。列宁创立的民主集中制原则贯穿着马克思主义哲学的灵魂,是共产党人的宝贵精神财富,是民主与法制、自由与纪律、分散与统一、地方自治与中央集权等党组织内部的上下级关系、国家内部的中央与地方之间关系、共产国际与各国共产党之间关系的一种组织原则和政治体制。在同中华优秀传统文化相结合中,我国逐渐形成中国化时代化的民主集中制。

Principal of democratic centralism was established and elucidated by Lenin.Democratic centralism owns the following meanings in Lenin’s view:it was proposed in response to the election system in the Party;it is the fundamental organizational principle of political life within the Party;it is an“iron discipline”within the Party;it is applicable to the process of socialist enterprise management and economic activity operation;it is the fundamental political principle of a country’s political life;the implementation of the principles of democratic centralism and collective leadership is of decisive significance in ensuring the unity of the Party and the correctness of policies;it is equally applicable to the cultural life within the Party.The principle of democratic centralism founded by Lenin contains the soul of Marxist philosophy,which is the valuable spiritual wealth of Communists,and is an organizational principle and political system for the relationship between the superior and subordinate within the Party organizations such as democracy and the legal system,freedom and discipline,decentralization and unity,local autonomy and centralization,the central and local within the country,and the relationship between Communist International and the Communist Party of all countries.In combination with China’s excellent traditional culture,a democratic centralism with Chinese characteristics which is sinicized and modernized has been formed.
