习近平总书记在中共中央政治局第三十八次集体学习时强调,要加强新的时代条件下资本理论研究。国有资本是生产资料国家(代表全民)所有的社会属性和价值增殖功能的自然属性的有机统一,是社会主义市场经济的核心生产要素。新的时代条件下做强做优做大国有资本,必须以马克思劳动价值论为指导,遵循价值规律,增强国有资本竞争力、创新力、控制力、影响力、抗风险能力,优化国有资本组织形式、监管模式、布局结构,扩大国有资本总体规模、利润回报、社会价值,同时带动和引导其他各类资本一起,为全面建设社会主义现代化国家、实现中华民族伟大复兴而贡献力量。

Xi Jinping emphasized in the thirty-eighth collective study of the Political Bureau of the CPC Central Committee that it is necessary to strengthen the theoretical study of capital under the conditions of the new era.State-owned capital is the core production factor of the socialist market economy,and the organic unity of the social attributes of the State-owned means of production and the natural attributes of the value-added function.To make state-owned capital stronger,better and bigger in the new era,we must be guided by Marx’s labor theory of value and follow the law of value.It is important to take Marx’s labor theory of value as a guide and follow the law of value so as to make state-owned capital stronger,better and bigger in the new era.The other strategies include enhancing the competitiveness,innovation,control,influence,and anti-risk capabilities of stateowned capital,optimizing the organizational form,supervision model,and layout structure of state-owned capital,and expanding the overall scale,profit return,and social value of state-owned capital.At the same time,to make state-owned capital stronger,better and bigger can guide other types of capital to contribute to the comprehensive construction of a modern socialist country and the realization of the great rejuvenation of the Chinese nation.
