医疗体系改革要坚持政府主导、公益性主导、公立医院主导

The Reform of the Medical System Should Dominated by Government, Public Welfare and Public Hospital

新中国成立以来,特别是改革开放以来,我国医疗卫生事业取得了显著成就,但它与人民群众健康需求及经济社会协调发展要求不适应的矛盾仍然存在。党的十八大以来,公立医院的改革发展作为深化医药卫生体制改革的重要内容,取得了重大阶段性成效,在新冠肺炎疫情防控中展现出了应对危机的强大能力,是保障人民群众生命安全和身体健康的安全屏障。我国社会主义国家性质,决定了医疗体系改革必须秉着“以人民健康为中心”的根本宗旨,在公有制主体地位的经济基础之上,坚持政府主导、公益性主导、公立医院主导,以此化解医疗体系私有化、市场化、商业化带来的弊端与危害,在习近平新时代中国特色社会主义思想的指导下健全完善医疗体系“三个主导”的顶层设计。

Since the founding of the People’s Republic of China,especially since the reform and opening up,our country’s medical and health services have made remarkable achievements,while the contradiction still exists,that medical and health services do not meet the health needs of the people and the requirements for coordinated economic and social development.Since the 18th National Congress of the Communist Party of China,the reform and development of public hospitals,as an important part of deepening the reform of the medical and health system,has achieved significant milestones.It demonstrates a strong ability to respond to crises in the prevention and control of the epidemic,and forms a safety barrier to protect the lives and health of the people.The socialist nature determines that the reform of the medical system must adhere to the fundamental purpose of“focusing on people’s health”.On the economic basis of public ownership as the main body,the reform of the medical system should dominated by government,public welfare and public hospital,as to resolve the drawbacks and harms brought by the privatization,marketization,and commercialization of the medical system.Under the guidance of Xi Jinping’thought on Socialism with Chinese Characteristics for a New Era,we will improve the top-level design of the“three dominants”of the medical system.
