党的十九届四中全会《决定》指出要"坚持和完善支撑中国特色社会主义制度的根本制度、基本制度、重要制度",并列举存在于政治制度和意识形态领域的根本制度。这对认识、坚持和完善相关领域的各种制度起着纲举目张的重大作用。文章根据《决定》的表述举例说明,除了《决定》明文提到的,其他重要领域也存在根本制度,然后着重探寻经济领域的根本制度。文章引证,物质生产是人类生存的基本条件。生产资料所有制则是生产不可或缺的社会前提,对生产过程中人们的相互关系起着重要决定作用,并进而直接影响、支配着分配过程和流通过程的一系列关系。因此,马克思在论及各种社会经济形态时都指出生产资料所有制是生产关系的基础。我国社会制度转变的实际过程也清楚地显示所有制对生产关系其他各个方面的决定作用。多种分配制度并存和市场经济的形成都是由改革后的所有制决定的。所以,关系到所有制的基本经济制度是经济领域的根本制度。最后,文章还提出和论证分清经济领域中的"社会主义制度"和"存在于社会主义社会的制度"的必要性和重要意义。
