马克思在对资本主义和未来社会基本经济制度分析中,形成"一观三制"的基本理论和方法要义。《决定》对中国特色社会主义基本经济制度的概括,不仅以"一观三制"的理论和方法为指导,而且更是密切结合中国社会主义初级阶段的实际,在坚持和完善中国特色社会主义制度中"党和人民的伟大创造"的成果。只有以社会主义初级阶段为"最大的实际",才能理解中国特色社会主义所有制结构和分配制度格局特征;也只有在改革开放"历史范围之内",才能厘清社会主义市场经济体制制度性规定形成和发展的逻辑。十九届四中全会对社会主义基本经济制度的新概括,无论在"系统化的经济学说"还是在"理性概括"上,对中国特色社会主义政治经济学的发展都有着重要的意义。

In the analysis of capitalism and future social basic economic system,Marx formed the basic theory and method of"one view,three systems".The summary of the decision on the basic economic system of socialism with Chinese characteristics is not only guided by the theory and method of"one view,three systems",b utalso the result of"the great creation of the party and the people"in adhering to and improving the socia listsystem with Chinese characteristicsi n close combination with the reality of the primary stage of socialismin China.Only taking the primary stage of socialism as the"biggest reality"can e understand the characteris tics of the ownership structure and distribution system pattern of socialism wwith Chinese characteristics,andonly within the"historical scope"of reform and opening up,can we clarify the logic of the formation and deve lopment of the institutional provisions of the socialist market economy system.The new generalization of theba sic socialist economic system at the Fourth Plenary Session of the 19 th CPC Central Committee is of greatsignific ance to the development of socialist political economy with Chinese characteristics,whether in"systematiceconomic theory"or"rational generalization".
