地方应用型本科院校内部质量保障体系建设的实践路径——以湖南省为例

The Practical Approach to the Construction of Internal Quality Assurance System in Local Application-Oriented Universities——A Case Study of Hunan Province

质量是高校办学的生命线,内部保障体系的构建与优化关系到地方本科院校的内涵式发展。当前,湖南省应用型本科院校内部质量保障体系的构建与运行实践还存在以下问题:部分院校对内部质量保障体系建设缺乏足够重视;质量制度、质量控制标准与评价体系可操作性不强;质量文化意识有待加强;内生动力需要充分激活等。新时期地方应用型本科院校内部质量保障体系建设可围绕五维度,完善质量管理规范;打造五载体,强化质量文化引领;践行五融入,厚植全员质量意识;优化一平台,形成内部质量保障闭环,从而为地方应用型本科教育高质量发展提供更有效的保障和服务。

Quality is the lifeblood of universities,and the construction and optimization of the internal security system is related to the connotative development of local universities.At present,there are still the problems in the construction and operation of the internal quality assurance system of application-oriented universities in Hunan,such as some colleges lack enough attention to the construction of the internal quality assurance system;the operability of quality system,quality control standard and evaluation system is not strong;the consciousness of quality culture should be strengthened;endogenous power needs to be fully activated.In the new era,the internal quality assurance system of local application-oriented universities can be built around five dimensions to improve the quality management standards,build five carriers to strengthen the guidance of quality culture,practice“five integration”to cultivate the quality awareness of all staff,and optimize a platform to form an internal quality assurance closed loop so as to provide more effective assurance and services for the high-quality development of local application-oriented undergraduate education.
