基于系统动力学的国际工程项目人员属地化风险研究

Research on Human Resource Localization Risk of International Engineering Project Based on System Dynamics

摘要 为解决国际工程人员属地化风险问题,基于承包商视角识别出人员属地化风险因素,分析因素间的相互关系,进而构建系统动力学模型;并结合国际工程具体案例获取各风险因素数值,通过G_(1)法确定权重系数,对模型进行仿真模拟。结果表明,语言文化差异、企业文化融入不够为关键风险因素,需重点防范;承包商层面风险源风险水平普遍偏高,承包商应加强内部管理。模拟结果与工程实际情况相符,该模型可为国际工程项目评估与防范人员属地化风险提供实践指导。 In order to solve the problem of personnel localization risk in international engineering,this paper identify the risk factors of personnel localization management from the perspective of the contractor,build the system dynamics model based on the analysis of the relationship between different factors;and then combine the specific cases of international engineering to obtain the value of each risk factor and determine the weight coefficients by the G_(1)method.The simulation results of the model show that language and culture differences and inconspicuous corporate culture are key risk factors that should be focused on prevention.The level of risk sources from contractor is generally high,and the contractor should strengthen internal management.The empirical results are consistent with the actual situation of the project.The model can provide practical guidance for assessment and prevention of personnel localization risks in international engineering project.
