党的二十大对“发展全过程人民民主,保障人民当家作主”作出战略部署。纵观党的百年奋斗历程,从民主到人民民主再到全过程人民民主,我国社会主义民主政治呈现出“政党领导民主”的发展逻辑,具体而言就是中国共产党领导全过程人民民主紧紧围绕“遵循逻辑起点、掌握历史主动、贯彻战略要求”的内在逻辑。马克思主义政党肩负领导人民民主的历史使命是马克思主义人民民主的逻辑起点。中国共产党遵循马克思主义人民民主的逻辑起点,运用历史唯物主义把握历史大势,掌握领导全面发展全过程人民民主的历史主动,坚定不移走中国特色社会主义政治发展道路,开辟社会主义政治文明新境界。站在新的历史起点上,全过程人民民主在全面建设社会主义现代化国家全局中具有重要战略地位。中国共产党领导全过程人民民主坚持加强党的领导与充分发扬民主相统一,探索民主新路和勇于自我革命相结合,健全制度体系和提升民主效能相促进,充分保障人民当家作主,扎实推进全面建设社会主义现代化国家。
