结构—过程—文化:基层社会治理精细化刚性趋向的原因分析

Structure-process-culture: an Analysis of the Causes of Refinement and Rigidity Tendency of Grassroots Social Governance

从全国范围内来看,基层社会治理精细化的实践已有不少探索,积累了一定的经验。但是,在一些地方的基层社会治理精细化的实践中,却出现了与柔性治理要求相背离的刚性化的趋向。从“结构—过程—文化”三个维度分析基层社会治理精细化实践刚性趋向的原因,可以归结为:在基层社会治理的结构层面,条块关系结构中的属地化现象、基层社会治理结构的复杂化、基层干部队伍尤其是居/村干部中较高的流动性;在基层社会治理的过程层面,基层社会治理政策的碎片化、基层社会治理实施的运动化、基层社会治理实施的指标化;在基层社会治理的文化层面,呈现出的理性化与技术化的特征,等等。基层社会治理精细化的刚性趋向,非但背离了基层社会治理精细化的要求,而且有害于基层社会治理精细化的实践,因而必须加以检讨和纠偏。

From a nationwide perspective,the practice of the refined governance of the grassroots society has been explored a lot and certain experience has been gained.However,in some places,the practice of refinement of grassroots social governance has shown a tendency of rigidity that deviates from the requirement of flexible governance.From the three dimensions of“structure-process-culture”,the reasons for the rigidity tendency of the practice of the refined governance of the grassroots society can be summarized as follows:at the structural level of grassroots social governance,it shows such characteristics as the localization phenomenon in the structure of block relations,the complexity of grassroots social governance structure,the high mobility of grassroots cadres,especially residents/village cadres,etc.;in the process level of grassroots social governance,it shows such characteristics as the fragmentation of grassroots social governance policy,the movement of grassroots social governance implementation,the indicator of the implementation of grassroots social governance,etc.;at the cultural level of grassroots social governance,it shows such characteristics as rationalization,technicalization,etc.The rigidity tendency of grassroots social governance to be refined not only deviates from the requirements of grassroots social governance to be refined,but also harms the practice of grassroots social governance to be refined,so it must be reviewed and corrected.
