市场化运营、行政职级与开发区经济发展

Market-oriented Operation,Administrative Rank and Economic Development of Development Zones

开发区作为我国经济发展的重要增长极,其管理体制改革一直是学者与各级政府关注的重点。通过构建市场化运营与行政职级对开发区经济发展的理论逻辑,利用2004-2018年212个国家级经济技术开发区的面板数据,采用系统GMM方法和空间计量分析方法研究市场化运营及行政职级高配对开发区经济发展的影响。实证结果表明,市场化运营和行政职级高配均对开发区的经济发展有着积极的影响;在政府主导型的模式下,行政职级高配的作用未能体现,而“市场化运营+行政职级高配”这种具有“有效市场与有为政府”特征的模式,对开发区经济发展具有显著的作用,意味着该模式是开发区未来改革的一个方向;开发区管理体制改革不仅具有个体效应,还具有正向空间溢出效应,说明了开发区改革存在着“乘数效应”。

Development Zone is an important increasing pole of China’s economic development,its management system reform has been the focus of scholars and governments at all levels.By constructing the theoretical logic of market-oriented operation and administrative rank on economic development of Development Zones,this study uses panel data of 212 national economic and technological Development Zones from 2004 to 2018,and adopts the systematic GMM method and spatial econometric analysis method to study the impact of market-oriented operation and the high matching of administrative rank on economic developmentof Development Zones.The empirical results show thatmarket-oriented operation and the high matching of administrative ranks have positive influences on the economic development of Development Zones.In a government-led model,the role of high matching of administrative ranks has not been reflected.The model of“market-oriented operation+high matching of administrative ranks”with the characteristics of“efficient market and promising government”plays a significant role in the economic development of the Development Zone,which means that this model is a direction of the future reform of Development Zone.The reform of management system in Development Zones not only has individual effect,but also has positive spatial spillover effect,which indicates that the reform of Development Zones has a“multiplier effect”.
