基本量子理论框架下的雄安生态治理规划刍议

A Rustic Opinion on Xiongan’s Ecological Governance Planning under the Framework of Basic Quantum Theory

层出迭起的技术浪潮以及经济社会的转型导致了生态治理范式的演进。雄安新区的设立标志着我国生态治理在实践层面取得了重大创新突破。文章在批判性回顾已有生态治理范式的基础上,结合雄安新区的生态定位及生态治理现状,提出了一个基本量子理论框架。随后在这一框架下,借鉴量子叠加、相干、坍缩、干涉与纠缠原理,从五个层面详实分析并阐述了新区进一步开展生态治理工作的对策建议。基本量子理论框架的提出,实现了量子技术与生态治理的有机整合,为新区生态治理的未来规划提供了全局性的分析工具及理论参考。

The emergence of technology wave and the economic and social transition lead to the evolution of ecological governance paradigm. The establishment of Xiongan new area marks a significant innovation breakthrough in the practice level of Chinese ecological governance. On the basis of a critical review for existing ecological governance paradigms, this study proposes a framework of basic quantum theory in combination with the ecological positioning and current situation of ecological governance in Xiongan new area. Then in this framework, referring to theory of quantum superposition, quantum coherence, quantum collapse, quantum inference and quantum entanglement, this study analysis and expounds the countermeasures and suggestions for further ecological governance in Xiongan new area from five aspects. The proposal of framework of basic quantum theory realizes the organic integration of quantum technology and ecological governance, and provides an overall analysis tool and theoretical references for the future planning of ecological governance in Xiongan new area.
