基于词频分析的美英生物安全战略比较

Comparison of USA and UK biosecurity and biodefense strategies based on word frequency analysis

美国2004、2009、2018年分别发布了3个生物安全相关国家战略,英国于2018年发布了首个生物安全战略。该文基于词频分析,对上述战略的特点进行了分析,并从战略背景、威胁种类、重点领域、机构职责等方面进行了比较。同时,针对我国当前生物安全领域面临的突出问题,提出对我国生物安全和生物防御能力建设意见。

The United States released three national biosecurity and biodefense strategies in 2004,2009,and 2018,and the UK also issued a biosecurity strategy in 2018.Based on word frequency analysis,the characteristics of the above strategies were analyzed,and compared with strategic background,targeted biological threats,key areas and agency responsibilities.Biosafety and biosecurity problems facing China were discussed and suggestions for the biosecurity and biodefense capability building of China were offered.
