Supervising Countermeasures to Enhance Autonomous Controllability of Equipment Procurement Supply Chain

为提升供应链安全性,提高军事供给的持续性和作战能力的稳定性,在分析装备采购供应链结构与特征的基础上,剖析装备采购供应链自主可控的重要意义及面临的主要问题,从加强供应链安全顶层规划、健全供应链安全管理激励和协同机制、建立供应链安全循环管理过程等方面提出提升装备采购供应链自主可控能力的监管对策。

In order to improve the security of the supply chain and the sustainability of military supply and the stability of combat capability,this paper firstly analyzes the structure and characteristics of the equipment procurement supply chain.Then,it analyzes the significance of the autonomy and controllability of the equipment procurement supply chain and the main problems.Finally,it puts forward some countermeasures to improve the autonomous controllability of the equipment procurement supply chain from strengthening the top-level planning of supply chain security,improving the incentive and coordination mechanism of supply chain,and establishing the supply chain safety cycle management process.
