提高军队人员党内法规学习质效的思考

Thoughts on Improving Quality and Efficiency of Mlitary Personnel’s Study of Inner-Party Laws and Regulations Learning

为提高军队人员党内法规学习质效,提升部队基层党组织运用法规开展工作的能力素质,从党内法规基本概念入手,梳理其发展脉络和体系架构,从兴趣点、关键点、敏感点3个方面提出学习方法,最后从确保党指挥枪、推进备战打仗、强化组织功能、落实从严治党4个方面提出实践落点,为全体党员特别是党员领导干部如何学好、用好法规提供借鉴参考。

In order to improve the quality and efficiency of learning inner-Party laws and regulations for military personnel,and improve the ability of grass-roots Party organizations to carry out work by using laws and regulations,this paper firstly introduces the basic concepts of inner-Party laws and regulations.Secondly,it summarizes the development context and the system architecture.Thirdly,it presents the learning methods from interest points,key points and sensitivity points.Finally,it puts forward practical suggestions from following aspects:ensuring the Party’s control of the gun,promoting war preparation,strengthening organizational functions,and implementing strict Party governance,so as to provide reference for all Party members,especially Party members leading cadres,on how to learn and make good use of laws and regulations.
