摘要
为提高维和运输分队在联合国维和部队中的运输保障能力,完成海外行动的战略使命,从维和运输分队支撑作用明显、装备保障困难、接触对象广泛等主要特征入手,系统分析实际运行中存在的观念有待解放、安全风险多样和应对能力不足等现实问题,从完成任务、形象建构、战略塑势3个方面明确富有层次感的建设管理目标,为下一步制定相关对策提供理论参考。
In order to improve the support capability of the peacekeeping transportation contingent and reach its strategic purpose,this paper firstly analyzes the main characteristics of this kind of unit,such as conspicuous support role,difficult equipment support,and various work partners.Then,some field problems are put forward,i.e.,relatively conservative recognition,diversified security risks,and incompetent capability.Finally,the paper is concluded by some advice on task accomplishment,image building and strategic shaping as theoretical reference for further construction and management of similar units.
