新体制下战区战时联勤组织指挥模式研究

On Theater Joint Logistics Organization and Command Mode in Wartime Under New System

摘要 为提高联勤保障部队和军种后勤力量战时运用成效,从制约联勤保障能力发挥的根本性问题入手,研究战区战时组织指挥模式。借鉴矩阵型组织结构、区域事业部制组织结构、机械式组织结构,提出多元融合使用、区域协调联动、力量扁平管控等3种战区战时联勤组织指挥模式,并阐述3种模式的构建与优势,以期为增强我军联勤保障能力提供理论参考。 In order to improve the effectiveness of joint logistics support forces and service logistics forces in wartime,this paper studies the wartime organization and command mode of theater based on the fundamental problems restricting joint logistics support capability.Referring to the matrix organizational structure,regional business division organizational structure and mechanical organizational structure,it puts forward three modes of wartime joint logistics organization and command in theater,including multiple integration,regional coordination and linkage,and force flat management and control,and expounds the construction and advantages of the three modes,so as to provide theoretical reference for enhancing the joint logistics support ability of our army.
