民用货船输送建制部队救生问题特殊性研究

On Lifesaving Particularity of Transporting Organic Unit with Civil Cargo Ship

为提升我军海上运输投送能力,顺应我国综合交通体系安全发展的现实要求,研究民用货船输送建制部队救生问题的特殊性。论证战时动员的民用货船输送建制部队的海战场环境、内部载运处所和货船救生条件等特殊性,梳理民用货船输送建制部队救生问题与现有国家军用标准、国际国内船舶检验技术法规对海上救生相关要求的区别,并研究提出救生设备配置的特殊要求。

In order to improve the capability of marine transportation and meet the practical requirements of the safety development of China’s comprehensive transportation system,this paper studies the lifesaving particularity of transporting organic unit with civil cargo ship.It firstly demonstrates the particularity of the sea battlefield environment,internal transportation place and cargo ship lifesaving conditions of the civil cargo ship transporting organic unit mobilized in wartime.Then,it combs the differences among the lifesaving problems of the civil cargo ship transporting organic unit and current national military standards,international and domestic ship inspection technical regulations on the maritime lifesaving requirements.Finally,it studies and puts forward the special requirements of lifesaving equipment configuration.
