国际维和行动装备保障问题探析

On Equipment Support of Participating in International Peacekeeping Operations

为不断提高参与国际维和行动装备保障能力,分析国际维和行动装备保障的主要特点,归纳基于联合国的统一保障、基于分工的任务区集中保障、基于经济补偿的自主保障、基于任务区邻国(基地)的就近保障等4种国际维和行动装备保障方式,从加强理论研究、优化顶层设计、强化力量建设、严格管理方式、健全法规制度、突出岗前训练等方面,提出我国参与国际维和行动装备保障工作应关注的几个问题。

In order to continuously improve the equipment support capability of participating in international peacekeeping operations,this paper firstly analyzes the main characteristics of equipment support of international peacekeeping operations.Then,it summarizes four kinds of equipment support modes of international peacekeeping operations,including unified support based on the United Nations,centralized support based on the division of labor,independent support based on economic compensation,and nearby support based on neighboring countries(bases)in the mission area.Finally,it puts forward several issues that we should pay attention to when participating in the equipment support work of international peacekeeping operations from following aspects:strengthening theoretical research,optimizing top-level design,strengthening strength construction,making strict management,improving laws and regulations,and highlighting post training.
