加强我国战略投送支援机队建设的思考

Consideration on Strengthening Construction of Strategic Delivery Support Fleet in New Period

为有效提升我军航空运输投送能力,完善战略投送力量体系,在分析当前我国战略投送支援机队建设现状及存在问题基础上,从大规模联合作战、边境反击作战、非战争军事行动、维护海外利益等4个方面,对新时期战略投送支援机队任务需求进行深入分析;从坚持需求牵引、强化规划统筹,适应市场价值、强化政府主导,加快制度建设、完善运行机制等3个方面,提出加强我国战略投送支援机队建设的对策。

In order to effectively enhance the air transport delivery capacity of our army and improve the strategic delivery force system,after analyzing the current situation and existing problems of the construction of strategic delivery support fleet in China,the paper firstly makes a thorough analysis of the task needs of the support fleet in the new period from four aspects:large-scale joint operations,border counterattack operations,non-war military operations and safeguarding overseas interests.Then,it puts forward some countermeasures to strengthen the construction of the strategic delivery support fleet in China from three aspects:insisting on demand traction and strengthening planning and overall planning,adapting to market value and strengthening government leadership,speeding up system construction and improving operation mechanism.
