摘要
根据《自然资源统一确权登记暂行办法》《自然资源确权登记操作指南(试行)》的总体要求,紧密结合自然资源资产管理和生态保护需求,基于自然资源立体时空特性,针对自然资源三维确权登记,开展自然资源数据三维化处理、管理空间划分、典型自然资源体建模、登记簿信息三维化重构、多源异构三维数据集成展示等关键技术研究。采用立体空间和三维属性表达的技术方法,以空间位置为纽带,有序集成自然资源确权登记二三维数据,实现基于三维实景的自然资源确权登记成果可视化管理,并探索形成自然资源三维确权登记的统一技术路径。
In accordance with the overall requirements of the Interim Measures for the Registration of Unified Rights of Natural Resources and Operational Guide for the Confirmation and Registration of Natural Resources Rights(Trial),and in close combination with the needs of natural resource assets management and ecological protection,and according to the spatial and temporal characteristics of natural resources,this paper carried out research on key technologies such as three-dimensional processing of natural resources data,division of management space,modeling of typical natural resources,three-dimensional reconstruction of register information,integrated display of multi-source heterogeneous three-dimensional data,etc.,and adopted the technical methods of three-dimensional space and three-dimensional attribute expression,and used spatial location as the link,orderly integrated two and three dimensional data of natural resource right confirmation registration,to realize the visual management of natural resource right confirmation registration results based on three dimensional real scene,and explored an unified technical path to form three-dimensional registration of natural resources rights confirmation.
