基于空间基准模型的地价估算GIS系统的研究——以“数字·高邮”示范应用项目为例

摘要 近年来,随着我国城镇化进程不断加快,土地价格对于政府进行经济决策和调控土地市场起到越来越重要的作用。针对土地出让价格定价问题,目前国内主要的方法,是通过地价评估咨询公司,定期出具地价更新报告,作为地方城镇土地出让定价的依据,在土地出让前对出让单价进行评估计算。提出运用GIS技术,将土地基准地价空间化,作为地价估算模型的控制范围,通过多维地价修正模型,完成控制范围内的空间地价模型。与传统方法相比,能以空间可视化的形式得出自定义范围内出让土地的参考价格。计算及验证的结果表明,得出的参考地价与真实出让价格偏差不大,可以为以后土地出让定价提供新的可行的方法。 In recent years,with the accelerating process of urbanization in China,land price plays an increasingly important role in the government’s economic decision-making and regulation of land market.In view of the problem of land transfer pricing,the main method in China is to issue land price update report regularly through land price evaluation consulting company as the basis of land transfer pricing in local cities and towns,and then evaluate and calculate the transfer unit price before land transfer.In this paper,GIS technology is used to spatialize the benchmark land price as the control range of the land price estimation model.Through the multi-dimensional land price correction model,the spatial land price model within the control range is completed.Compared with the traditional method,it can get the reference price of the land within the user-defined scope in the form of spatial visualization.The results of calculation and verification show that the deviation between the reference land price and the real transfer price is small,which can provide a new feasible method for the future land transfer pricing.
