伴随着大规模的围海造地活动,"蓝色土地"成为沿海各地发展新的经济增长点。然而,人类大规模开发近岸陆域带资源的行为已经严重改变了原有的海岸动力系统,致使海岸防线以及海岸生态环境遭受巨大的破坏,海岸灾害隐患进一步加剧,大规模的围海造地和港城建设活动给沿海生态环境带来更为巨大的压力。另一方面,合理开发利用滩涂资源已成为国家开发的一项战略措施。通过对江苏省盐城市开展沿海滩涂变化监测试点工作,结合"十五""十一五""十二五"省级基础测绘、第一次地理国情普查、行业专题等多时期、多类型数据,重点对沿海边界线变化进行监测分析,为合理开发利用滩涂资源提供科学依据。
