意料之中与意料之外:上海小三线医疗卫生与皖南社会

The Expected and the Unexpected: Medical Services and Health in Shanghai Small Third-Front and the Society of Southern Anhui

为了保障上海小三线建设,满足上海职工及其家属在后方的医疗卫生需求,上海市卫生局与相关单位在皖南山区成立了三级医疗卫生系统。意料之外的是,这一配套设施不仅为职工及其家属看病,还为当地农民服务,改善了皖南山区缺医少药的状况,但从时代背景、城乡医疗差距与工农关系来看,这又在意料之中。

In order to guarantee the construction of Shanghai’s Small ThirdFront and to meet the medical and health needs of Shanghai employees and their families,Shanghai Public Health Bureau and related authorities set up a threelevel medical and health system in the mountainous area of Southern Anhui.What is unexpected is that such a system provided services both to the workers and their families and to the local farmers,which to a great extent acted as a response to the challenge caused by the shortage of medical services and medicines in the mountainous areas of southern Anhui.Such a situation,however,is expected given the medical gap between urban and rural areas and the relationship between the workers and the farmers.
