世界银行营商环境评价指标“获取金融服务”比较及建议——以“维度二:公共服务”为视角

Comparison and Recommendations of the World Bank's Business Ready“Access to Financial Services”Indicator From the Perspective of“Dimension II:Public Services”

2021年9月16日,世界银行决定中止全球营商环境(DB)评估与数据发布,延续了17年的营商环境评价报告停止在了2020年。世界银行于2022年12月发布了新版营商环境项目概念文件,并于2023年5月发布了相关指南和方法手册。本文立足营商环境评价指标10大主题之一——“获取金融服务”,在厘清新旧评价指标变化的基础上,对标国际经验提出完善相关工作的建议。本文通过对“获取金融服务”之“维度二:公共服务”新旧内容进行对比分析,多方面探讨国外先进做法,为做好我国金融营商环境建设提供思路和建议。

On September 16,2021,the World Bank decided to suspend the Global Doing Business(DB)assessment and data release,extending the 17-year Doing Business Assessment report to stop in 2020.The World Bank released a new concept paper for the Business Ready project in December 2022,followed by a guide and methodology manual in May 2023.Based on“access to financial services”,one of the 10 major themes of the Business Ready,this paper puts forward suggestions to improve the relevant work on the basis of clarifying the changes of the old and new evaluation indicators.This paper analyzes the old and new contents of“Dimension II:Public Services”of“Access to Financial Services”,discusses the advanced practices of foreign countries in various aspects,and provides ideas and suggestions for the construction of financial business environment in China.
