中国与CPTPP国家金融开放程度比较研究

Comparative Study on Financial Openness Between China and CPTPP Countries

与我国已签订的双边自由贸易协定相比,CPTPP框架下金融开放的标准更高。本文从资本账户开放法规、金融行业负面清单管理、实际资本流动等层面,对我国和11个CPTPP签约国的金融开放水平进行全面评估。中国与世界金融体系一体化的程度在不断提高,中国对国际资本的吸引力正在不断提升,但与CPTPP协议国相比,在资本账户、金融行业负面清单管理方面的法规规定更细致,在整体金融开放水平上还有一定差距。本文在梳理差距的基础上,提出了在金融业开放方面的政策建议。

At present,China holds a positive and open attitude towards joining the Comprehensive and Progressive Trans-Pacific Partnership(CPTPP).Compared with the bilateral free trade agreements that China has signed,the standards of financial openness under the framework of CPTPP are higher.This paper comprehensively evaluates the level of financial openness of China and 11 CPTPP signatories from the aspects of capital account opening regulations and negative list management of the financial industry’s actual capital flow.The degree of integration between China and the world financial system is increasing,and China’s attractiveness to international capital is increasing.However,compared with the CPTPP countries,China has significantly more restrictions in the regulatory level,there is still a certain gap in the overall level of financial openness.This paper puts forward some policy suggestions on the opening of the financial industry.
