绿色金融支持城市低碳循环发展的系统动力学分析——以肇庆市为例

Systematic dynamics analysis of green finance supporting urban low-carbon cycle development A case of Zhaoqing

党的十九届五中全会首次将碳达峰、碳中和目标纳入"十四五"规划建议,国务院于2021年2月出台《关于加快建立健全绿色低碳循环发展经济体系的指导意见》。绿色低碳循环发展成为城市高质量发展的趋势。本文运用系统动力学方法,结合广东省肇庆市实际,研究构建绿色产业、绿色城市、绿色人居三个子系统及相应的绿色金融支持框架,形成绿色金融支持肇庆"产城人"绿色高质量发展的循环动力系统。

At the Fifth Plenary Session of the 19 th CPC Central Committee,the target of carbon neutrality was included in the 14 th Five-Year Plan for the first time.In February 2021,the State Council issued the Guiding Opinions on Accelerating the Establishment and Improvement of a Green,Low-carbon and Circulating Development Economic System.Green,low-carbon and circular development has become the trend of high-quality urban development.In this paper,using the method of system dynamics,combining with the reality of zhaoqing city,studies the construction of three subsystems of green industry,green city and green human settlement,and forms a cycle power system to support the green and high-quality development of zhaoqing.
