国际视角下的中国信用修复机制建设研究

Research on the Construction of China’s Credit Repair Mechanism from an International Perspective

当前我国征信市场正在不断培育与完善,但与国外成熟市场国家相比,信用修复机制尚显不足,存在不良征信记录的信用主体在开展金融活动时受到多重制约,难以有效发挥信用的奖惩作用。本文通过对我国信用修复发展现状进行全面梳理,认真查找了我国信用修复机制建设中存在的问题,总结提炼了信用体系发达国家建立信用修复机制的实践经验,提出重点从明确信用修复机制的顶层设计、完善信用修复制度体系、探索建立市场化信用修复组织、搭建信用修复救助平台、加强信用修复宣传教育、推进征信科技发展、持续优化社会信用体系等方面,建立完善适合我国国情信用修复机制的政策建议。

At present,China’s credit reporting market is constantly being cultivated and improved,but compared with foreign mature market countries,the credit repair mechanism is still insufficient.Credit entities with bad credit reporting records are restricted when carrying out financial activities,and it is difficult to effectively play the role of credit rewards and punishments..This article comprehensively sorts out the current status of China’s credit repair development,points out the problems in China’s credit repair mechanism construction,summarizes and refines the practical experience of the credit system developed countries in establishing credit repair mechanisms,combines China’s reality and draws on mature international experience,focusing on Implement the top-level design of the credit repair mechanism,improve the credit repair system,explore the establishment of a market-oriented credit repair organization,build a credit repair rescue platform,strengthen credit repair publicity and education,promote the development of credit information technology,and continuously optimize the social credit system,put forward the policy proposal to establish a credit repair mechanism suitable for my country’s national conditions.
