新形势下新疆棉花产业发展研究——基于SCP和SWOT分析

Study on the Development of Cotton Industry in Xinjiang under the New Situation——Analysis Based on SCP and SWOT

2018年中美贸易战以及兵团改制为新疆的棉花产业带来了新的挑战。在此背景下,笔者利用SCP和SWOT方法分析新疆棉花产业发展所面临的新情况。研究发现,新疆棉花产业在种植规模日益集中,规模优势逐渐显现,同时新疆棉花的品质在棉花伸长率、反射率、白棉占比等指数优势突出,单产水平明显高于全国平均水平。虽然如此,由于植棉成本不断上升,且棉花相关的纵深产业链的匮乏,导致棉花未能在新疆实现较为理想的产业效应和经济效应;新疆种植棉花的自然条件得天独厚,农户植棉技术相对成熟,但新疆也面临兵团改制对棉农融资以及纺织产业出现重大政策调整等一系列挑战。对此本文提出了促进新疆棉花产业发展相关的对策建议,以期棉花产业在新的形势下能够健康有序发展。

The Sino-US trade war in 2018 and the restructuring of the Xinjiang Corps brought new challenges to the cotton industry in Xinjiang.In this context,using SCP and SWOT to analyze the new situation faced by the development of cotton industry in Xinjiang,it is found that the cotton industry in Xinjiang is increasingly concentrated in planting scale,and the scale advantage is gradually emerging.At the same time,the quality of cotton in Xinjiang is in cotton elongation and reflectivity.The advantage of index such as white cotton is outstanding,and the yield level is significantly higher than the national average.Nevertheless,due to the rising cost of cotton planting and the lack of deep industrial chain related to cotton in Xinjiang,cotton failed to achieve better industrial effects and economic effects in Xinjiang;the natural conditions for planting cotton in Xinjiang are unique,and the cotton planting technology of farmers is relatively Mature,but Xinjiang also faces a series of challenges such as the restructuring of Xinjiang Corps and the major policy adjustments in cotton industry financing and textile industry.In this paper,the paper puts forward some countermeasures and suggestions related to the development of cotton industry in Xinjiang,in order to make the cotton industry in Xinjiang develop in a healthy and orderly manner under the new situation.
