绿色金融改革的实践研究——以新疆为例

Practical Research of Green Financial Reform:A Case of Xinjiang

2017年中国人民银行等七部委联合印发新疆等五省(区)建设绿色金融改革创新试验区总体方案,我国绿色金融改革"自上而下"的顶层设计和"自下而上"的基层具体实践正式启动。通过对新疆绿色金融改革在体制机制创新、组织体系建设、产品和服务创新、绿色金融理念宣传以及绿色项目库建设等方面开展的实践和取得成效进行梳理和总结,发现当前还存在绿色金融配套政策难以落地实施、支撑绿色金融的有效载体不足、绿色金融供给和需求动力不足、信息不对称、正负外部环境效益无法内生化、政府行政主导与市场自发驱动相悖矛盾、绿色金融服务对象难以精准判别、金融的所有制抑制等困难和问题。针对以上问题,提出了相应的政策建议。

The overall plan of setting up pilot zones for green finance reform and innovations in 5 provinces such as Xinjiang issued by seven ministries and commissions including the People’s Bank of China in 2017,marks the "topdown" top-level design and the "bottom-up" specific grassroots practice of green financial reform officially launched in China.This paper summarizes the achievements of Xinjiang’s green financial reform in system and mechanism innovation,construction of organizational system,product and service innovation,propaganda and guidance of green financial concepts,and construction of green project library,then analyzes the problems in practice,which of the insufficient effective carriers to implement green financial supporting policies and support green finance,insufficient green financial supply and demand,information asymmetry,Positive and negative external environmental benefits cannot be internalized,the contradiction between government and market,green financial service objects are difficult to accurately discriminate,Ownership suppression of finance,etc.Moreover,this paper puts forward some policy suggestions about above problems.
