后疫情时代城市公共服务设施供需匹配策略思考 被引量:1

摘要 新冠肺炎疫情在一定程度上打破了城市服务和居民生活之间的常态平衡秩序,给城市居民的生产生活带来了严重影响。研究从供需匹配视角切入,聚焦商业、医疗、绿地三类受疫情事件影响显著的城市公共服务设施,分析城市服务反常供给和双重需求特征,挖掘后疫情时代城市服务供需匹配的措施路径。在此基础上,提出服务尺度韧性化、空间布局均衡化、基本功能组合化、医疗设施体系化、平疫转换智慧化五大策略,旨在有效对接国土空间规划,构建平疫兼顾、供需匹配、弹性适应的城市服务空间。 The COVID-19 has broken the normal balance between urban services and residents’lives to a certain extent,and has severely affected the production and life of urban residents.From the perspective of supply and demand matching,the research focuses on three types of urban public service facilities significantly affected by the epidemic,including commerce,medical care,and green space.This paper analyzed the characteristics of abnormal supply and dual demand of urban service,and dug out measures for matching urban service supply and demand in the post-epidemic era.On this basis,five strategies are proposed:resilience of service scale,balanced spatial layout,combination of basic functions,systematization of medical facilities,and intelligent transformation between normal time and epidemic.The aim is to effectively connect the planning of territorial space,and build an urban service space that takes into account both normal life and epidemic,supply and demand matching,and flexible adaptation.
