Research a the Fairness of Individual Income Distribution Under the Goal of Common Prosperity

个人收入分配公平对于共同富裕的实现具有重要意义。以个人收入分配公平性为切入点,通过对共同富裕目标下城乡、地区、行业间的个人收入分配现状及劳动者报酬公平性的分析,研究发现当前个人收入仍存在较大差距且劳动者报酬占GDP比重较低,收入分配不公平现象严重。深入分析发现,区域与劳动者资源禀赋存在差异、劳资关系矛盾尖锐、市场竞争秩序混乱与三次分配机制失范是导致个人收入分配不公的主要原因。为促进社会财富的公平分配与共同富裕目标的实现,应在初次分配中兼顾效率与公平,重视起点、过程、结果公平;在再分配中更加注重公平,重视税负、社会保障与转移支付公平;在第三次分配中充分发挥慈善事业的补充作用与第三产业的带动作用,重视慈善捐赠与服务报酬公平。

The faimess of personal income distribution is of great significance to the realization of common prosperity.Taking the fairness of personal income distribution as the starting point,through the analysis of the current situation of personal income distribution between urban and rural areas,regions and industries under the goal of common prosperity and the fairmness of workers'remuneration,it is found that there is still a large gap in personal income,and the proportion of workers'remuneration in GDP is low,and the income distribution is not fair.Through in-depth analysis,it is found that the main reasons for the unfair distribution of personal income are the differences between regions and workers'resource endowments,the sharp contradiction between labor and capital,the confusion of market competition order and the anomie of the three distribution mechanisms.In order to promote the fair distribution of social wealth and the realization of the goal of common prosperity,we should give consideration to efficiency and fairness in the.initial distribution,and attach importance to the fairness of starting point,process and result;In redistribution,we should pay more attention to fairness,tax burden,social security and transfer payment fairness;Give full play to the complementary role of philanthropy and the driving role of the tertiary industry in the third distribution,and attach importance to charitable donations and fair service remuneration.
