广东军事调处,是1946年全国军事调处的重要组成部分。然而其调处的复杂性、曲折性及形势的严重性超出全国各地。针对国民党广东军事当局顽固坚持该地区无中共部队及军调部职权不及于长江以南、再三无视国民政府的相关指令、且不断为军事调处设置障碍等严重错误行径,周恩来多方奔走,充分利用三人会议这个平台和其他各种可能的途径,努力寻求打开僵局的办法。经过长时间复杂的谈判与商讨,东江纵队北撤山东问题终于成功解决。不仅如此,周恩来还为解决广东其他中共武装人员转移问题付出巨大心血。因此,广东军事调处可谓周恩来军调生涯中关注最密集、倾注精力心血较多、取得的成果亦最为显著的一次调处活动,充分体现了他驾驭处理复杂问题的非凡智慧、高超的谈判技巧和卓越的斗争艺术。

The Guangdong executive group of military mediation was an important part of national military mediation work in 1946.However,the complexity,flexuosity and the severity in Guangdong surpassed the situation in other parts of the whole country.The KMT Guangdong military authorities stubbornly denied the fact that there were CPC forces in the region,repeatedly ignored the relevant instructions from the Nanjing National Government,and constantly set up obstacles to military mediation.Therefore,Zhou Enlai exerted great efforts and made the best of the platform of"three-member meeting"and other possible channels,striving to find solutions to the problem.After long and complicated negotiations and discussion,the problem of Dongjiang Brigade’s retreat north to Shandong was successfully solved.Besides,Zhou also made painstaking efforts in the transfer of other CPC armed personnel in Guangdong.Indeed,Zhou Enlai’s experience in Guangdong was one of the most intensive,dedicated and painstaking activities in his military mediation career,which fully displayed his extraordinary wisdom,superb negotiation skills and brilliant art of struggle in handling complex problems.
