制造业集聚变迁与城市绿色全要素生产率——基于政府与市场关系的视角

The Change of Manufacturing Agglomeration and Urban Green Total Factor Productivity:Based on the Relationship Between Government and Market

制造业集聚变迁会影响到城市绿色全要素生产率的提升,而这一影响又和政府与市场的关系密切相关。根据我国发展中大国的特点,可以用大国效应下政府与市场关系的双重复合结构,分析中央政府、地方政府、全国市场、地方市场四者之间所呈现出的复杂关系。以此为基础,面板数据的门槛回归结果表明,在制造业集聚绝对变迁下,突出市场的作用更有利于绿色效率提升;而在制造业集聚相对变迁下,突出政府的作用更有利于绿色效率提升。这些结论与统一市场还是分割市场有关,分之利只适用于短期和局部,而合之益则适用于长期和全局,因此需要形成有利于要素和商品流动的统一大市场。

The change of manufacturing agglomeration will affect the improvement of urban green total factor productivity,which is closely related to the relationship between government and market.Given that China is a large developing country,this paper puts forward a dual composite structure of the relationship between government and market under the large country effect,which can be used to analyze the complex relationship among central government,local government,national market and local market.Based on what mentioned above,the threshold regression results of panel data show that under the circumstance of the absolute change of manufacturing agglomeration,it is more conducive to the improvement of green efficiency that market plays the prominent role.On the contrary,under the circumstance of the relative change of manufacturing agglomeration,it is more conducive that government plays the prominent role.The conclusion is related to the market type.The benefits of segmented market are short-term and partial,while the benefits of unified market are long-term and global.Therefore,it is imperative to form a unified national market in favor of the flow of goods and factors.
