Give Better Play to the Role of Finance as the Foundation and Important Pillar of National Governance

为了深入学习领会党的二十届三中全会精神,《人民日报》记者采访了财政部党组书记、部长蓝佛安。他指出,这些年,我们坚持把深化财税体制改革作为新时代财政工作的一条主线,接续推进落实党中央部署的改革任务,预算制度改革全面深化,税收制度改革取得重大进展,财政体制改革迈出坚实步伐。他强调,党的二十届三中全会对深化财税体制改革作出部署。深化财税体制改革,加快建立健全与中国式现代化相适应的财政制度,主要推进健全预算制度、健全税收制度和完善中央和地方财政关系三个领域的改革。他提到,改革贵在务实,重在落实;落实是否到位,决定了改革的成效。财政部将把学习贯彻全会精神作为当前和今后一个时期的重大政治任务,深化财税体制改革,加强财政科学管理,更好发挥财政在国家治理中的基础和重要支柱作用,为以中国式现代化全面推进强国建设、民族复兴伟业作出新的更大贡献。

In order to deeply study and comprehend the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China,the reporter of"China Daily"interviewed Lan Fo'an,China's Minister of Finance.He points out that in recent years,we have insisted on deepening reform of the fiscal and tax systems as a main line of fiscal work in the new era,continued to promote the implementation of the reform tasks deployed by the Central Committee of the Communist Party of China,comprehensively deepened reform of the budget systems,made significant progress in reform of the tax systems,and made solid steps in reform of the fiscal systems.He stressed that the Third Plenary Session of the 20th CPC Central Committee made arrangements for deepening reform of the fiscal and tax system.We will deepen reform of the fiscal and tax systems,speed up the establishment and improvement of the fiscal system that is compatible with Chinese modernization,and mainly promote reforms in three areas:improving the budget system,strengthening the tax systems,and improving the fiscal relationship between the central and local governments.He mentioned that reform is pragmatic and focuses on implementation,and whether the implementation is in place determines the effectiveness of the reform.The Ministry of Finance of China will take the study and implementation of the spirit of the third plenary session as a major political task for the present and the near future,deepen reform of the fiscal and tax systems,strengthen the scientific management of finance,give better play to the role of finance as the foundation and important pillar in national governance,and make new and greater contributions to build a great country and move toward national rejuvenation on all fronts through Chinese modernization.
