The Optimization Analyses of Supportive Policies on the Leading Enterprises in Agricultural Industrialization

为了支持农业产业化龙头企业发展及发挥作用,我国不断出台和加强农业产业化龙头企业扶持政策。但相关政策仍有一些值得完善之处,旨在解决龙头企业融资问题的政策创新性不足,对龙头企业及其企业家成长的激励和约束机制仍然薄弱,对引导龙头企业培育供应链战略伙伴关系、带动供应链参与者提升发展能力重视不够。优化农业产业化龙头企业扶持政策应坚持立足当前、着眼长远,将增强龙头企业创新力、竞争力及可持续发展能力结合起来;坚持发展的辩证思维、系统思维和全局思维,将推进龙头企业发展与引导龙头企业更好地发挥引领带动作用结合起来;坚持问题导向和目标导向,引导和督促龙头企业增强社会责任意识,并加强发展风险的防范化解工作。在近期对策选择上,要注意优化龙头企业发展环境,适度加强对龙头企业发展的财税倾斜和要素支持政策,拓展龙头企业完善利益联结机制的视野,引导龙头企业切实做好统筹发展与安全工作,鼓励龙头企业推进服务化转型。

In order to support the development and role of leading enterprises in agricultural industrialization,China has continuously introduced and strengthened supporting policies for leading enterprises in agricultural industrialization.However,there are still some points worthy of improvement in related policies as follows.In terms of the supportive policy innovations,there are many marginal innovations,while deep innovations should be strengthened.Besides,the incentive and constraint mechanisms for the growth of leading enterprises and entrepreneurs are still weak,insufficient attention is paid to guiding the leading enterprises to cultivate supply chain strategic partnership and drive supply chain participants to improve development ability,the fair competition market environment and the mechanism of the priority development of agriculture and rural areas still need to be improved.We believe that we should focus on the present while analyzing in a long-term perspective.While enhancing the innovation capabilities and competitiveness of the leading enterprises,we should strengthen their sustainable development capacities.We should adhere to the dialectical,systematic and overall thinking of development.While promoting the development of the leading enterprises,we should guide them to better play the leading role among the agricultural industrialization enterprises.We should focus on solving problems and achieving goals.While guiding and supervising the leading enterprises to enhance the sense of social responsibility,we should strengthen the prevention and resolution of the risks during the development.In terms of the choices of countermeasures in the near future,we should pay attention to optimize the development environment of the leading enterprises,appropriately improve the supportive policies for the development of the leading enterprises in fiscal,tax and factor supply perspectives,expand the vision of the leading enterprises to improve the benefit coupling mechanism,guide the leading enterprises to do a good job in ensuring both development and security,and encourage them to promote service-oriented transformation.
