习近平新发展理念下碳达峰、碳中和目标战略实现的系统思维、经济理路与科学路径

The Systematic Thinking, Economic Logic and Scientific Path for the Realization of Carbon Summit and Carbon Neutral Target Strategy under Xi Jinping’s New Development Concept

我国发展低碳经济,实施碳达峰、碳中和目标战略,是落实《巴黎协定》国家自主贡献的重要抓手,同时也是参与全球气候治理、构建人类命运共同体的重要方式。党的十八大以来,以习近平同志为核心的党中央提出并深入贯彻新发展理念,坚持系统思维,厚植马克思主义生态观内涵,体现了低碳经济发展与政策体系协同的整体布局,彰显了共同但有区别责任原则下"气候正义"的时代价值。碳达峰、碳中和目标战略的实现,应当兼顾碳排放总量控制与经济社会发展双赢的现实诉求,这是构建新发展理念下低碳循环经济运行体系的必然要求,同时也是确保落实全球气候治理国家自主贡献的大国智慧。新发展理念下,我国实施碳达峰、碳中和目标战略,应当将产业结构低碳化作为科学方法,不断推进应对气候变化立法顶层设计,实现政府和市场两手发力,促导南南气候变化多边合作,为全球气候治理贡献中国方案。

China’s development of low-carbon economy and the implementation of the carbon emission peak and carbon neutrality target strategy are not only an important starting point for the implementation of the national independent contribution of the Paris Agreement,but also an important way to participate in global climate governance and building a community of shared future for mankind.Since the 18 th Party Congress,the CPC Central Committee with Comrade Xi Jinping at its core has put forward and thoroughly implemented the new development philosophy,adhered to systematic thinking,and enriched the connotation of Marx’s ecological view.It reflected the overall layout of the coordination of low carbon economic development and policy system,and demonstrated the value of"climate justice"under the principle of Common but Differentiated Responsibilities.The realization of the carbon emission peak and carbon neutrality strategy should take into account the practical demands of total carbon emission control and economic and social development,which is not only an inevitable requirement for building a lowcarbon circular economy operation system under the new development philosophy,but also a national wisdom to ensure the implementation of Intended Nationally Determined Contributions to global Climate Governance.Under the new development philosophy,to implement the carbon emission peak and carbon neutrality target strategy,China should take the low-carbon industrial structure as a scientific method,constantly promote climate change legislation,realize the joint efforts of the government and the market,promote south-south multilateral cooperation on climate change,and contribute China’s plans to global climate governance.
