Decoding China’s OFDI: Historical Track, Development Potential and Layout Optimization——From the Perspective of Domestic and International Double Circulation

在重塑世界经济地理格局大背景下,依托内需实现中国企业从"走出去"向"走进去""走上去"转型,对于构建国内国际双循环新发展格局意义重大。从一定意义上讲,中国OFDI的发展过程,也是市场经济体制改革、全方位对外开放和供给侧结构性改革的重要体现。研究表明,现阶段中国OFDI还远未达到应有规模,未来应秉持差异化优势和规模经济原则,一方面要依托传统的GVCs继续加强对美欧日韩等发达经济体技术寻求型投资和创新合作;另一方面要依托"一带一路"扩大对沿线国家多元化战略目标的直接投资,加大技术输出和基础设施输出。通过引导"走出去"企业在全球范围内的布局优化,实现以"内循环"支撑"外循环"、以"外循环"带动"内循环"的新发展格局。

Under the background of reshaping the world’s economic geography,it is of great significance to the construction of the new development pattern of domestic and international double circulation that relying on domestic demand to realize the transformation of China’s"going out"enterprises to"going into"and"going up".In a sense,the development process of China’s OFDI is an important embodiment of the reform of China’s market economy system,omnidirectional opening-up and the supply-side structural reform.This research shows that China’s OFDI is far from the scale it should be.In the future,we should adhere to the principle of differentiation advantage and scale economy.On the one hand,relying on traditional GVCs,we will continue to strengthen technology-seeking investment and innovation cooperation with developed economies such as the United States,Europe,Japan and South Korea;On the other hand,relying on the"Belt and Road",we will expand direct investment in the diversified strategic objectives of the countries along the border,and increase the output of technology and infrastructure.By optimizing the layout distribution of"going out"enterprises globally,the new development pattern of domestic and international double circulation will be realized.
